QUEZON CITY, February 10, 2022 – The Civil Service Commission National Capital Regional Office (CSC-NCR) Director Fe P. Lacaba formally awarded the Philippine Coconut Authority with the Certificate of Recognition for obtaining Maturity Level II in Performance Management Pillar under the Enhanced Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).

The achievement of the PRIME-HRM accreditation is part of the PCA transformation journey in developing a more responsive and strategic human resource management. The Performance Management pillar was handled by Ms. Lea Anna D. Cuarto, Department Manager of PCA Corporate Planning Service. PCA is fortunate to have the extensive support of the CSC-NCR throughout the assessment process and with full effort of the PCA Human Resource Division.

Director Lacaba congratulates the PCA in this milestone and hopes that the agency will accomplish the remaining requirements for the other three pillars within the first quarter of the year so she can recommend an on-site assessment on the second quarter of 2022.

PCA Administrator Benjamin R. Madrigal, Jr. emphasized the importance of the Human Resource Management and a good HR information system that would enable the agency to assess the competencies of employees and place them in right positions, forming part of the succession planning of the organization as well as career advancement of its officers.

PRIME-HRM is the accreditation program of the Civil Service Commission that aims to empower government agencies towards achieving excellence in human resource management. The CSC assesses the performance and maturity level of the agency’s competencies, systems, and practices in four (4) aspects of human resource management: Recruitment, Selection, and Placement; Learning and Development; Performance Management; and Rewards and Recognition.

Under the leadership of the Administrator Madrigal, the PCA enrolled in a Performance Governance System of the Institute for Solidarity in Asia (ISA) to improve its institutional systems. It has already achieved a Silver Trailblazer Award – Initiated Stage in April 2021 and is in the process of accomplishing the Compliant Stage.

Administrator Madrigal encouraged and sought the cooperation of all PCA officers and personnel in giving their best to achieve the remaining pillars and to achieve the Authority’s goal into institutional transformation. “Rest assured that we are doing our best to perform our mandate of improving the lives of coconut farmers and the entire industry”, he added.
