
Promoting people excellence for efficient and effective public service delivery, the Civil Service Commission (CSC) implemented the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM).
The Philippine Coconut Authority (PCA) has been honored with the Civil Service Commission (CSC) Bronze Award in the esteemed PRIME-HRM program. This Bronze Award recognizes PCA’s strict adherence to CSC’s standards in human resource management across the four core HRM systems: Recruitment and Selection, Performance Management, Learning and Development, and Rewards and Recognition.
Administrator Dexter R. Buted expressed gratitude for the recognition, emphasizing that the achievement is a collective effort of the entire PCA workforce. Joining Administrator Buted in the awarding ceremony were Hernani S. Yap, Department Manager II of the Administrative and General Services Department, and other PCA officials at the Century Park Hotel, Manila.
The CSC recently assessed the PCA through its PRIME-HRM, ensuring PCA’s human resource practices align with civil service regulations and identified strengths in meritocratic recruitment, effective performance management, and robust programs for employee development and recognition.
The Bronze Level under the CSC PRIME-HRM signifies that the PCA's Human Resource (HR) systems are process-defined and meticulously managed, adhering to established procedures. The PRIME-HRM program utilizes a tiered structure based on maturity levels. Each core HR function – recruitment, selection and placement, learning and development, performance management, and rewards and recognition – has specific indicators for each level. These levels range from Maturity Level 1: Transactional HRM, Maturity Level 2: Process-Defined HRM, Maturity Level 3: Integrated HRM, and Maturity Level 4: Strategic HRM.
Propelling public sector human resource management towards excellence stands as a key objective of the program. Achieving this requires a comprehensive framework encompassing assessment, assistance, and awarding processes. Leveraging HRM maturity level indicators benchmarked against global standards, the program evaluates and enhances HRM systems, practices, and competencies. This initiative aligns with CSC MC 30, s. 2014: Adoption of HR Maturity Level Indicators for the Human Resource Management Systems in the Public Sector.
This recent feat aligns with the administration's dedication to enhancing public service. In harmony with the vision of President Ferdinand "Bong Bong" Romualdez Marcos and Department of Agriculture Secretary Francis "Kiko" Tiu Laurel, the PCA continues to uplift its standards and contribute to national development through exemplary human resource management practices.
